On-street parking is a serious problem in most parts of the borough. We must control parking effectively for the economy and quality of life of everybody concerned. Inconsiderate and illegal parking has a negative effect on all these things. It is the responsibility of the Parking Service, as part of the Technical Services department, to control and manage parking on those parts of the public highway which are not Red Routes. We do this by using controlled parking zones and yellow lines. Our aim is to enforce these parking measures fairly and sensitively, while prioritising the needs of people with disabilities, local residents and businesses, and their visitors. Wandsworth Council has a reputation for providing high-quality services to the people of the borough and we are constantly looking for new ways to improve these for everyone, including the benefit of our users and for people who do not directly use our services, such as pedestrians, children and those travelling by bus.

Wandsworth is the only borough in the UK to receive a Charter Mark for the whole of its Parking Service. This was originally awarded in 1999 and retained in 2002, 2006 and extended under the new Charter Mark "rolling programme" in 2007. We also have been accredited with the 'Investors in People' award for training and developing our staff.

Our Activities

We deal with the following activities:

  • Parking policies and consulting local residents and businesses. We review parking-related matters on the public highway, such as controlled parking zones (CPZs).
  • Designing and putting CPZs in place, such as installing pay-and-display machines, putting up signs and painting lines.
  • Letting local residents and businesses know about CPZs, and offering applications for parking permits.
  • Processing applications for parking permits and issuing permits if you qualify.
  • Enforcing parking controls in CPZs, on yellow lines and other controlled parking places (not on Red Routes).
  • Issuing penalty charge notices (PCN) - parking tickets.
  • Moving vehicles to the car pound or to another parking space.
  • Paying parking tickets and making telephone enquiries about them.
  • Contesting parking tickets (making formal representations and appeals).
  • Maintaining pay-and-display machines.
  • Enforcing bus lanes.
  • Enforcing school keep clear restrictions.
  • Banning lorries parking overnight.
  • Controlling the use of disabled bays and doctors' bays.
  • Providing new access to off-street parking (via pavement cross-overs).

We operate under the Traffic Management Act 2004 and Traffic Management Orders.
