Electoral Services and the Garratt Business Park - Business Improvement Districts (BID) Ballot

1. The BID

The process of dealing with a request to create a BID is undertaken by the Council's Economic Development Office.

In order to establish if a BID is to be set up, all the businesses in the area, in this case the Garratt Business Park will be given the opportunity to vote in a formal ballot. Visit the Garratt Business Park website to find out more. 

It is a legal requirement that the postal ballot will be administered by the Council and will be confidential.  All defined ratepayers will be entitled to one vote per entry on the rating list. This means that some businesses can have more than one vote.

2. Who conducts the Ballot?

The ballot is conducted by Gerald Jones, (the Ballot Holder) the Chief Executive, who is also the Returning Officer and Electoral Registration Officer for the Council, and staff from Electoral Services.

These duties include carrying out a data cleansing exercise to confirm the details of the various businesses in the area involved and particularly to identify a named individual who would be authorised to complete the ballot paper on behalf of each business.

3. The BID ballot timetable

  • 24 September - Electoral Services issues initial pre-BID canvass letter to all BID payers to seek confirmation of the correct designated person and address to where the ballot paper is to be sent.
  • 4 November - Publish Notice of Ballot.
  • 5 November - Closing date for changes to Ballot Register.
  • 11 November - Ballot papers to be issued by post.
  • 6 December (5pm) - Last day to submit a proxy appointment.
  • 10 December - Earliest day to apply to replace a lost ballot paper, not received in the post on proof of identity.
  • 11 December 2008 (5PM) - Last day to apply for a re-issue to replace a spoilt ballot paper and last day to cancel a proxy appointment.
  • 16 December (5pm) - Close of ballot.
  • 17 December 2008 (10AM) - Count at Wandsworth Town Hall, with result to be announced 11am and displayed on this website.
